The status changes between rounds, so treat the department's page as the answer and this one as the directions to it. As of the date above, LDI's page says lottery registration is closed and additional grant rounds will be announced at a later date, and it carries a signup for program announcements: the single most useful click on this subject.
What the program is
The Louisiana Fortify Homes Program is run by the Louisiana Department of Insurance. Their page says it grants up to $10,000 to upgrade a roof to the FORTIFIED Roof™ standard from the Insurance Institute for Business & Home Safety, that funding is limited to construction costs, and that the grant is paid directly to the contractor. Two of their rules do the most sorting, in their words: the program does not fund homeowners who fortify first and apply after, and partial roof repairs are not eligible, only replacing the entire contiguous roof covering. Who qualifies, per LDI's page
- The house you live in. Primary residences only, and their page says to be prepared to verify a homestead exemption on the property. New construction, condominiums, and mobile homes are not eligible, and a dry-stack foundation needs an approved retrofit first.
- Insurance in force. An active residential policy with wind coverage, plus flood insurance if the home is in a FEMA special flood hazard area.
- A house in good repair, as determined by a certified FORTIFIED Evaluator, whose fees the homeowner pays. Costs beyond the grant amount are the homeowner's too.
- An eligible parish. As of the checked date their list is: Acadia, Ascension, Assumption, Calcasieu, Cameron, Iberia, Iberville, Jefferson, Jefferson Davis, Lafayette, Lafourche, Livingston, Orleans, Plaquemines, St. Bernard, St. Charles, St. James, St. John the Baptist, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Vermilion, and Washington. How the lottery works
Rounds open for registration, close, and are drawn: applying early in a window is not a queue position, and their page asks homeowners to wait until selected before contacting an evaluator or contractor. Between rounds the honest advice is the boring one: sign up for their announcements, and have your homestead exemption and insurance paperwork ready for the next window.
Worth knowing while you are here
LDI's own page makes the after-the-grant argument: the FORTIFIED certificate is good for five years, transfers with the house when sold, and earns an insurance premium discount, for which the department publishes a list of discounts by company. That subject has its own page on this shelf.
